Oracle APEXとOracle REST Data ServicesがOracle Free Use Terms and Conditionsへライセンスが変更されています。Oracle Database 18c Express EditionやSQLclも同様に変更されています。

簡単にいうと、インストールに使うZIPファイルをダウンロードする際に、ライセンスへの同意を確認するクリックが求められなくなりました。自動的なデプロイを容易にするための対応です。以下のリンクからOracle APEXとOracle REST Data ServicesのZIPファイルを直接ダウンロードできます。
例えばwgetを使ってダウンロードした例です。
